Lots of people can be tagged as 666 - there is an essay going round the internet which demonstrated that the dread Name of Bill Gates, CEO of Microsoft, enumerates to 666 (using the decimal values of ASCII, I believe, which is certainly an appropriate gematric basis for this individual's role in the world (g)).
Half in jest: There is a teaching in Judaism (in the Talmudic literature or a midrash, I forget which) that each generation contains one person who is, potentially, the Messiah. Only if he and his generation take right action will he fulfill this potential, however. This extends from Adam to the present (it was cited in the case of the late Lubavitcher Rebbe, who was denominated the Messiah by some of his followers on his deathbed). So since the establishment of the Christian dispensation, perhaps there is one Beast in each generation, but only if he and his generation take right action can he wield that office.
Less in jest: Within the paradigm of Thelema, the Beast is the Prophet of the lovely star. While Crowley fulfilled this role in promulgating the Law, it becomes an Office, as does the complementary role of Scarlet Woman. A God-form, if you will, which can be assumed by any magician working within the current of the Law. It seems to me, in my limited experience as a Priest in the Gnostic Mass, that this occurs during that ritual, ie. Liber XV.
