Well, as it has a Biblical reference, it falls into the 'God said it' category (for those who believe God dictated the Bible).
No, the law is not to murder. Killing in the right circumstances is ok. Circumstances such as war, when being attacked, etc.

while i disagree with the statement, i can understand human nature, being what it is, killing in self defence, which by extension could include war, however the passages cited were about death for blasepheme. remember sallamon rushdie(sp?) and the result of his 'satanic verses'?
